The decisions log carries an open stop on publishing, posting, and sending, and a recording falls under it the same as an article or a report. When that stop lifts and a piece is written, a recording follows the written piece rather than leading it: it reads that piece with the sources the piece already cites, after the same human read, and it says nothing on camera that the written version does not say.
